Project manage teams to conduct annual compliance monitoring reporting for affordable housing projects assisted by cities. Including drafting notifications for monitoring request. Gather and collect data to analyze occupancy status reports, rent roll, tenant source income documentation, income certification, and recertifications. Review and summarize compliance of property’s agreement requirements.

Coordinated the proper documentation to assist with completing the annual reporting workbook for HCD’s APR requirements. Assisted with data entry for each worksheet tab and summarized all the work performed in a staff report for Atwater, Murrieta, and Oroville including final submission to HCD.

Hired by the Merced County Association of Governments to project manage a feasibility study to determine the steps of the formation of a regional housing trust fund or HOME consortium. Job tasks include drafting survey questions, conducting interviews, creating profile forms for each entity interview, and drafting a feasibility report.

Collectively worked with a large underwriting team to assist San Diego County with developer proposals. Analyzed the developer’s proposed construction and operational cost for the development and completed a comparative evaluation summary of the cost estimation.

Assisted in the review of 2 projects for City of Chula Vista’s Middle-Income Program to review the feasibility of the proposal and proforma including rent calculations, a summary memo of program findings, and a data review of the program.

Assisted with pre-underwriting loans for the City of El Cajon’s First Time Homebuyers Program. Issue eligibility qualification and assist with final review of tentative loan commitment. Coordinate with lenders, escrow and title throughout the loan processing, including preparing final closing documents on behalf of the City.

Researched and analyzed City of Norco’s affordable housing programs. Including assisting in a descriptive memorandum of the best ways to utilize the existing programs and meet the requirements pursuant to SB341 expenditure limits.

Worked with the City of Hercules, the City of South Gate and other cities in drafting guidelines for inclusionary housing policy. The guidelines developed were specifically to implement procedures with their working developers for future affordable housing units. Policy guidelines included descriptive definitions, sections of applicable law, local municipal code, key eligibility requirements of tenants, homeownership details, marketing plans and maintenance of interest lists.

Host, teach, and conduct annual compliance monitoring workshops to train and equip property management staff, city staff and new employees at RSG with guidelines and regulations for various topics in affordable housing. Workshop emphases consist of the documentation process of tenant file review/audit, eligibility review of tenant income and asset documents according to HUD guidelines, an overview of tenant income certifications with concertation of affordable rent calculations and agreement requirements and lastly properly conducting a physical unit inspection according to the Housing Quality Standards.

Determined resale calculations amounts pursuant to Health and Safety Code for homeownership units, including researching data and providing final figures. Oversee database of homeownership monitoring including mailing of initial notices, recertification form and tracking responses for closeout and confirmation.

Prepared Housing Authority Annual Reports pursuant to HSC Sections 34328 and 34328.1 requirements and SB341 Annual Reports for the cities of Atwater, Chula Vista, Carson, Coronado, Lake Forest, Moreno Valley, Oroville, and Pleasant Hill. This includes financial data review, calculations, and coordination of documents.


Assisted with drafting a memorandum for emergency rental assistance funding programs derived by the CARES Act CDBG-CV3 and Federal Treasury, launched by the County of Orange. The review entailed research on each program, overall funding descriptions, analysis of findings and compared data from each allocated amount. Complied best uses and considerations for each funding source, including eligibility of recipients and any overlapping with duplicate of benefits.

Engaged in Fiscal Impact Analysis of a project generating revenues from property tax, business tax and sales tax. Additionally, determined the impacts of job creation for the community based on the project’s benefits.
