One of the most rewarding parts of our work is seeing a project move from planning to reality. Recently, the RSG team had the privilege of attending the groundbreaking celebration for the redevelopment of Shady Lane Mobilehome Park in Thermal, California, where we proudly served as the relocation consultant.
Like many aging mobilehome communities, Shady Lane had experienced years of deteriorating conditions, including failing septic systems, electrical outages, flooding in the streets when it rained, and frequent water service interruptions. In 2019, Caritas Corporation acquired the park with a vision of creating a safe, healthy, and sustainable community for its residents.
The project marks a significant milestone as the first rehabilitation effort since 2012 to receive financing through California’s Manufactured Housing Opportunity & Revitalization Program (“MORE”) Supported by nearly $10 million in funding, the revitalization includes replacing 32 manufactured homes, adding eight new homes, upgrading critical infrastructure, and constructing new community amenities, including a clubhouse and children’s playground.
As the relocation consultant, RSG prepared the project’s relocation plan in compliance with California law and HCD requirements. Our team worked closely with residents to ensure a smooth transition by providing personalized advisory services, coordinating temporary housing throughout the Coachella Valley, facilitating community meetings, delivering bilingual outreach and translation services, issuing required notices, coordinating leases and payments, and maintaining regulatory compliance throughout the project.
Projects like Shady Lane demonstrate that successful revitalization is about more than replacing buildings—it’s about protecting residents, maintaining trust, and ensuring communities emerge stronger than before.
