Beginning in 2019, RSG conducted a Tax Increment Financing (TIF) district feasibility study over a period of two years for the City of El Monte as a result of receiving a grant from the Los Angeles Metropolitan Transportation Authority (Metro). The study focused on two types of TIF districts for the City’s consideration: Community Revitalization and Investment Authorities (CRIAs) and Enhanced Infrastructure Financing Districts (EIFDs). RSG developed screening criteria based on Southern California Association of Governments and Metro requirements. RSG utilized these screening criteria to propose four TIF district boundaries. RSG then projected potential tax revenues in each boundary with different combinations of City and County contributions. RSG collaborated with staff to identify an expansive list of the City’s infrastructure needs. The final report provided the factors to consider before establishing an infrastructure financing district, an overview of the two different TIF districts and requirements for establishment and ongoing administration, as well as the next steps for the City to consider including a stakeholder engagement plan that RSG developed.
