In early 2022, to help address the growing need for affordable housing options in the community, the City of Jurupa Valley asked RSG to evaluate the feasibility of an inclusionary housing requirement with an in-lieu fee option, provide background and rationale for an inclusionary policy, and present policy options for the City Council to consider. As part of this work, RSG researched and compared inclusionary policies and fee levels in neighboring jurisdictions, examined the current local housing market, analyzed affordability gaps for lower income households, and the cost of providing varying percentages of affordable housing units in new development. RSG presented its findings at a Council study session in January 2022, after which RSG was directed to work with City staff and legal counsel to draft an ordinance and fee resolution. The Planning Commission recommended adoption in June 2022, and the City Council adopted the RSG study, ordinance, and fee resolution in August 2022, the first such inclusionary ordinance in Riverside County.
