RSG was retained by San Joaquin LAFCO in 2022 to prepare a comprehensive fiscal analysis (“CFA”) for the proposed incorporation of Mountain House, one of the fastest growing communities in California, with a population of approximately 25,000, and is located on the western edge of San Joaquin County, near Stockton. The CFA included a ten-year forecast of recurring expenditures and revenues, special taxes, and future population and development growth, in accordance with the stipulations in the Cortese Hertzberg Knox Act. Preliminary findings concluded that the City would likely be feasible for incorporation, a rare finding for potential cities in California over the past twenty years. In July 2024, LAFCO confirmed the order of the Mountain House incorporation and became California’s newest city.
