RSG has been supporting the City of Atwater since 2021, in preparing its annual Development Impact Fee (DIF) reports to ensure full compliance with AB 1600 and the Mitigation Fee Act. Our work includes conducting a thorough analysis of financial statements for each impact fee category, verifying accuracy, identifying discrepancies, and recommending necessary corrections. We collaborate closely with City staff to resolve issues and ensure proper fund allocation in accordance with state regulations and local policies. Additionally, RSG prepares board reports summarizing key findings, fund balances, expenditures, and recommendations to strengthen the City’s compliance with the DIF program administration.
