RSG Solutions

In October 2023, RSG presented to the Citrus Heights City Council our findings on the fiscal impact of the potential annexation of several areas outside the City’s existing sphere of influence. The purpose of the study was to understand whether the City could expand to include other areas inside its boundaries as identified by some members of the City Council.

The study area included four distinct areas totaling approximately 1.3 square miles next to the existing 14.2 square mile city limits. In our work, we studied the infrastructure and operational impacts by incorporating into the city over 3,000 households and 228 businesses. Ultimately, we concluded that while the City would face limited operational impacts, the cost of bringing infrastructure up to the City’s standards could total over $32 million. The City has not yet acted on annexation.
