Cindy Blot, Senior Associate, and Monroe Roush and Jocelyn Sanchez, Research Assistants, are three superstars already making a positive impact at RSG. We’re grateful their bright personalities and dedication to serving California communities has led them here!


Cindy has worked with multiple municipalities throughout the country, focusing on affordable housing and economic development. Her background includes community and economic development, asset management, and finance for affordable housing, mixed-income multifamily, and commercial real estate developments. Having worked in commercial banking, Cindy developed strong skills financing complex residential and commercial projects utilizing a variety of funding sources and tax credits. Her community development experience resulted in municipalities being awarded millions of dollars in federal grant funds.

In her free time, Cindy enjoys being outdoors, especially if it involves water related activities like boating, paddle boarding, and cruising. She also enjoys skiing and golfing but has zero short game. When it’s cold and cloudy, Cindy can be found binge watching whatever’s trending.


Originally from Denver, Colorado, Monroe has both a personal and academic background in sustainability. Before joining RSG, her experiences in Denver and Orange County magnified the importance of local government and motivated her to focus on equity at the community level. During her time studying environmental science at Chapman University, Monroe conducted research about science communication and the ways the general public interacts with science. She also worked with the City of Costa Mesa for her thesis project to help develop considerations for creating an urban forestry plan in order to mitigate climate impacts.

“I care deeply about supporting local governments in their work to build more equitable societies. Through the use of data analysis and research, I hope to provide communities with the resources they need to reach their full potential.”

Beyond her work at RSG, Monroe loves being outdoors and will often spend her free time exploring nature in Southern California. She is also content to spend her evenings curled up with a cup of tea and a good book.


Jocelyn has a background in sustainability, urban planning, community outreach, and poverty alleviation. As a native resident to California, Jocelyn is passionate about ensuring equitable access to community resources and building sustainable communities. During their time studying Urban Studies at UC Irvine, Jocelyn designed and executed research analyzing socioeconomic data and the distribution of environmental impacts from rapid industrial development in the Inland Empire. Additionally, as an undergraduate student Jocelyn worked alongside the Climate Action Campaign (CAC) to develop exploratory interactive maps to understand the factors and obstacles influencing the development and implementation of Climate Action Plans in San Diego County.

Alongside their work at RSG, Jocelyn is passionate about running, dancing to the beat of music, exploring nature and new hiking trails, tending to their ever-growing plant collection, and cats—especially their cuddly cat, Michi!
