Pursuant to HUD Guidelines, RSG completed a blight study of approximately 34,000 parcels in the City of Stockton in 2022. HUD permits jurisdictions to invest CDBG funds on activities within designated slum-blight areas in accordance with their national objective code; HUD requires that these designated areas be updated every 10 years. In Stockton’s case, this opportunity would allow the City to conduct rehabilitation of commercial buildings in areas where it would not otherwise be allowed. Based on the permitted definition of blight by HUD, a total of 2,524 parcels met the standard, including much of the downtown and South Stockton areas.
